fix: 发布脚本 ps1 修复 $Root 引用顺序与凭证获取

- URL/token 推断块用到 $Root，但其赋值在块之后（首次运行即崩），
  调整到最前
- git credential fill 拒收 PS/cmd 管道的 CRLF 输入（\r 使其报
  missing protocol field），改为写 LF 临时文件、由 cmd 内部重定向；
  stderr 同样留在 cmd 内，避开 PS 5.1 在 EAP=Stop 下对原生命令
  2>$null 抛 NativeCommandError 的问题
- remote 推断加 try/catch，无 remote 时走 GITEA_OWNER/REPO 环境变量
